The Office of the Independent Observer is a Independent Office in the Electoral Commission. The Independent Observer is appointed by the City Council and the term concludes at the discretion of the City Council or upon resignation from the Independent Observer. The duties of the independent observer and the office of the independent observer is to certify that the electoral commission was completing it's required task by law & commission policy. The Independent Observer is also in charge of certifying electoral votes ensuring all votes were fairly made and there is no foul behavior.
The Independent Observer is also responsible for appointing & managing a Assistant Independent Observer who will act in the interest of the Independent Observer & City if the Independent Observer is unable to complete their duties.
